I drafted a stab at a global variable in settings.py
that could allow users to opt-out. Take a look.

Let's make this an opt-in to gzipping, if we're going to have either all gzipped or non-gzipped files.

We will need a GZIP_FILE_MATCH setting to override this:

For example, if I'm baking out anything but an html file (by setting the build_path in the view), right now those files will be gzipped but not have their encoding set by s3cmd in publish. If we can override the match in publish, we can allow people to define what they want to apply the content-encoding to.
