The program you are sharing doesn't seem to be doing much, and I see nothing specific to TCP.

What you are describing sounds like a checksum issue to me. When using bmv2, you usually need to turn off checksum offloading. You also need to recompute the IP checksum in P4 if you decrement the TTL. checsum issues are easily diagnosed using tcpdump on the receiver.

Pretty much what you need to look for on the receiver side:

  • are the MAC addresses correct?
  • are the IP addresses correct?
  • are the IP & TCP checksums correct?
