Ideally we want CNI plugins to see if there are any stale ports and remove them.

This is not CNI plug-in responsibility. Anything that manages state outside of a (pod) container should live elsewhere, e.g. a daemon like ovn-k8s-watcher.

I fixed the part of ovn-controller wrongly claiming a stale interface as a local port in OVN itself, here: https://patchwork.ozlabs.org/patch/736672/
This would still leave harmless stale interfaces in the OVSDB. For the time-being I am letting the cluster operator to clean them up occasionally.
