Unfortunately, assets need to be recompiled every time they are modified. So the fastest solution is to re-run paver update_assets lms --settings=universal.development every time you make a change. No need to restart the container.

Note however that the paver update_assets command does many things, and you probably don't need them all. Are you running on the latest version of Open edX or the ginkgo branch? If you are using the latest version, you can run instead: paver webpack --settings=universal.development
You can even watch for changes with paver webpack --settings=universal.development --watch.
I didn't test these commands, but I found out about them from the edx-platform/pavelib/assets.py module.
