I found description of output format.
http://pgbulkload.projects.pgfoundry.org/pg_bulkload.html
PARSE_BADFILE = path
...
The format of the file is same as the input source file.
DUPLICATE_BADFILE = path
...
A path to write bad records that conflict with unique constraints during index rebuild. The format of the file is always CSV.
It seems output formats are fixed.
How about using other tools for changing delimiter?
An example:
$ awk -v FS=',' -v OFS='|' '{$1=$1;print $0}' DUPLICATE_BADFILE.csv
from pg_bulkload.
