Would be very useful to understand how have you set up your node, so basically:
a.I) have you set up node manually or via docker
a.II) which docker command have you used to run container
b) what is the content of .env file at the moment when you hit the error you reported (you can remove your wallet address details ofc)
c) do you have any firewalls turned on by default on your win10 device
d) which version of Houston app are you running

From what I can see in your report, you have also modified NODE_IP to your external IP address, and probably you just needed to add your expernal IP address value to the IMPORT_WHITELIST param, and that would be sufficient. Please try leaving NODE_IP on localhost
