that sounds like a graphene problem, not something OM should patch for them IMO.
is it possible to detect Graphene OS on startup?
it isn't: https://grapheneos.org/faq#non-hardware-identifiers

It would be great to detect systems where Google Play services are "faked" and not working correctly, and automatically disable this setting on these systems.
I am not aware about "faked" Google Play Services. People usually use https://microg.org/ bundled with the ROM or install original Google Play Services manually. There could be thousands of reasons why certain hardware and software features don't function properly in custom ROMs. One user has an issue with Google Play Services, another user has an issue with Network location, a third user has an issue with GPS. All three are using {GrapheneOS, LineageOS}, likely even the same version. What should we do here?
I don't think that this ticket is actionable of Organic Maps side. In my opinion, it would be better to file a ticket to GrapheneOS/LineageOS/MicroG/etc. instead.

Is there any reason to use/enable Google Play Services without real Google Play Services on a device?

Yes. Ironically, this is the only way to use fused location (Mozilla, Dejavu) in ungoogled builds.
