I think I agree with this. I think something like courier --update can handle the case where we want to pull the latest.

I'm not sure --update is correct because it just means pulling from deps.json rather than pins.json. deps.json may not contain floating references to repos which essentially means you aren't necessarily updating anything. However I think if you are looking at it from the point of view that you are "updating the pins" then it makes more sense.

+1 for adding courier --update and using pins.json by default when no flags are supplied.

We should also consider keeping the --reproduce flag for a few versions. The flag would have no effect (since using pins.json would be the default action), but would help with migration (i.e. won't break scipts/CI jobs that use courier --reproduce when they upgrade courier)
