Проблема в том, что пароль закрывает доступ к исполняемым файлам (CGI) на уровне сервера. Поэтому без пароля нельзя инициализировать исполнение скрипта для отсылки пароля в Телеграм. Замкнутый круг.
The problem is, password that protects access to executable files (CGI) does that at web server level. So you need to enter password to be able to initiate password recovery routine, Telegram or not. Vicious circle.
