I've split off implementation tasks into #31 & #32.

In a discussion with Mike, the proposed approach:
- Use standard Rust Result Ok/Err enums to wrap return values.
- Use an error-handling crate to make it easier to bubble up errors (optional, needs discussion).
- At the Python layer, unwrap Results, throw Python Exceptions.

The final element was to incorporate backtraces. After trying a few different approaches, we settled on an Error structure like this:

Also, for convenience, using an err!()
macro to generate these.
