A good way to do this, would be to move the data model to a seperate module. This would mean the api would only install that, and not have to install the nowcasting_forecast and nowcasting_dataset
from uk-pv-national-gsp-api.

Moved this issue here as the forecast docker size proberly wont reduce that much. But we should aim to keep this api nice and light-weight
