The easy_install command is now deprecated. Where in the docs did you still see that recommended?
http://openaps.readthedocs.io/en/dev/docs/walkthrough/phase-0/openaps.html is the recommended way to install openaps now.

So many tanks for you response. I solved this problem with https://pypi.python.org/pypi/openaps, documented in the openaps installation.
