@maxsmythe - We had cases in which pods scheduled themselves into a crowded node using a very low request and a very high limit.
Once scheduled they started disrupting node performance by OOMing repeatedly. In one case the number of pods was so big that one deployment took out the entire API server.
Enforcing the ratio between requests and limits handles that by making sure intensive workloads can only be scheduled into nodes that have a portion of those resources, in our case we chose a ratio of 2 to be on the safe side.

The constraint I'm writing duplicates a lot of the code here.
Does rego provide a way to move this code into a separate module, to keep things DRY?
