specifically on liquidations: what happens to the safe?

user cannot delete safe, but they can
- removeSAFE() from the dashboard
- quitSystem() which transfers collateral and debt to a new safeHandler, and then removeSAFE()
collateral liquidations transfer collateral and debt away from the safe, but also do not delete the safe
there are also "dusty safes" which do not have enough assets in them for a liquidation to be profitable, so they just exist
in conclusion, the simple (secure) thing to do here is to not allow burning of NFTs, since there is no closing of safes and therefore no risk of delinking via burning/closing - which has already been implemented on Vault721
