I think we decided to make this policy toolkit a hack project of its own, so tossing this into backlog till we get that started

Focusing on this now. Pulling in all the candidate questionaries and fixing hyperlinks is a turning into quite a task. Going to make sure we bring in all the existing documents first and let @mscarey suggest copy edits before the next Milestone.

apparently PDFs didn't get included in the export and I cant find them in WP either, WTF. Lots of robot work this stupid human is having to do by hand.
