The rule BR-BT-00137-0204 only applies if the notice has a group of lots, so if the XML contains something like :

<cac:ProcurementProjectLot>
    <cbc:ID schemeName="LotsGroup">GLO-...

If you get this error for notices in which you do not intend to have a group of lot, you need to make sure that the XML does not include an "empty" group of lots.

If the notice does have a group of lots, this rule checks that the framework maximum value (BT-157-LotsGroup) is less than the sum of the values indicated in the relevant lots.

If you need a more specific answer, please post the problematic XML notice.

This does not seem to be an issue with the SDK itself, so I'm converting this to a discussion.
