Did you run the netsh http command (from the readme) ?

The line about netsh on Windows is not appearing in Github but it is still in the file. Not sure if there is some weird formatting going on.
Additionally the command was failing on Windows 8.1 with user=DOMAIN/user and I had to use user=Everyone for it to work with any user.

It shouldn't be in the file unless you have an old version. That command isn't needed any more.
