Before implementing a potential problem must be solved:

Consider a developer creating a feature in the backend. The same
developer implements the feature in the frontend as well. Now, if the
backend change is not yet merged to the OmniSharp master repository,
what would the submodule point to?

It cannot point to the master repository since that is obviously not
up to date.

If it points to the developer's own fork of the master repository,
things might get messy. Changing submodule urls in git is sometimes
painful.

I think we have this resolved this with the new M-x omnisharp-install-server command which will use (defcustom omnisharp-expected-server-version ...) and will ask to install new server version when omnisharp-emacs is updated.
