Organize view dependencies about core HOT 7 CLOSED

We should probably use http://requirejs.org/ for JS dependencies.

Of course the simplest solution is simply to put all dependencies in the layout template so every page has everything. But that may be bandwidth-expensive.

Cleaned up the code. Most stuff is reused enough that it's okay in layout. The primary goal is not to duplicate, and that's taken care of. I don't think bandwidth will be an issue unless we get a ton more dependencies.
