After some tests, It appears that Cocoa written application exhibit the same issue ( https://github.com/proger/fsevent_watch ) as reported by the OP.
I suppose there are some limitations deriving of the security implications from https://developer.apple.com/library/mac/documentation/Darwin/Conceptual/FSEvents_ProgGuide/FileSystemEventSecurity/FileSystemEventSecurity.html#//apple_ref/doc/uid/TP40005289-CH6-SW2
I could not find a way to receive the events generated for files written in /var/log. At least not the one generated by other users than myself.
