This was discussed on the working call on 2018-02-13 and the consensus in the room was to not make this change, basically leave it as "targets".
The people that voted for keeping it "targets" were: Bret Jordan, Trey Darley, Rich Struse, Sean Barnum, Mark Davidson, Chris Ricard, Allan Thomson, Paul Patrick, Gary Katz
There were no abstains and no one voted for changing targets to exploits.
There were 12 people on the call.
