Hi @goelakash, we are glad to hear that you're interested in working with us on the EcoData Retriever and having future goals for the Retrieve. Like you stated, we intend to shift from text to json format.
The prior requirements would be looking at the EcoData Retriever and having a PR contribution send in. You could use the issue log to make a contribution and we can go from there.
About the goals suggested and the layout, we shall definitely have sometime to discus in details. In the meantime, if you have any further question feel free to contact us.

Are there any requirements prior to submitting a proposal? I would like to discuss the layout for the new metadata with mentors as well.
As @henrykironde said, typically GSoC applicants will submit a PR and engage in a discussion of their ideas about the proposal before officially submitting it. We can either chat more here or you can submit a draft proposal as a PR and we can chat more in that PR (or both).
