CLI: Review and correct endian conversions in cmd/rxtx.c about bladerf HOT 4 CLOSED

The proposed patch is a step in clarifying the issue, but it is not conclusive.
I can actually solve the issue but I do not know if I have to wait for this patch o be applied or not.
(conversion should be applied only if desired endianess is different than FX3 endianess)

I think the issue is basically gone by deciding that only little endian is supported
Alternatively, possibly, the FPGA will do the swapping
So the whole swapping code would go, right ?

Done as requested, there is a pull request, the code is shorter/simpler now
However, sample data is not what I would expect, possibly some other issues but a double check is welcomed
