Im not exactly sure I understand what you are asking but you could provide a a date constraint.

To do a join across facts.

when {
          d: Date;
        e1: Event e1.uuid == 'ddee00df-399d-4a81-898e-60d7d4185cf5' &&
                  e1.property == 'actual_consumed_power' &&
                  e1.value > 1 && e.time == d; //we can reference date from within this constraint
}

Or if you want to join across multiple events.

when {
          d: Date;
        e1: Event e1.uuid == 'ddee00df-399d-4a81-898e-60d7d4185cf5' &&
                  e1.property == 'actual_consumed_power' &&
                  e1.value > 1 && e.time == d;
        //So now we will have two different event facts in the then action
        e2: Event e2.uuid != e1.uuid && e2.time < e.time;
}
