Lexical Declaration syntax is there, but the semantics are wrong and
authors should be warned. Example:

{
let a = 1;
const b = 2;
}

Result:

let a = 1;
^^^
SyntaxError: Block-scoped declarations (let, const, function, class) not yet supported outside strict mode

This is not correct ES6 semantics—there is no strict mode limitation.

I can write up a patch, let me know.
