control_stack doesn't push py-sources to registry when building gui stack about dmod HOT 2 OPEN

After a very brief assessment, I'm not sure if this issue qualifies as a bug, at least as described.

py-sources is its own separate stack from nwm_gui. It's laid out this way to have there be a separation. So the above Current behavior is working as intended, at least with respect to py-sources not being rebuilt or pushed (@hellkite500, if the GUI code itself was not getting updated, that's another issue, but I don't think that's what you were reporting).

That said, if an nwm_gui build could detect when available dependencies are stale, this would be very helpful (perhaps so helpful that it is actually a flaw that this isn't already being done). We already have versioning of the Python package, and we should be able to leverage that here.
