Problem is coming from Debian Buster fresh install of Docker 19.03.5.
When i install 19.03.3, it works.
Then i upgrade to 19.03.5 it still works.
When i fresh install 19.3.5, i have discovery issues.

That's not related to my swarm role, because i tested by using cli cmd to setup the swarm

There's nothing that would prevent Swarm from working that I'm aware of.
The role apt installs Docker just as you would manually on the command line if you followed Docker's documentation. It makes a few other changes too, but those changes aren't related to anything that would mess with the networking side of Docker. It's more around maybe installing Docker Compose, setting up the cron task to prune, etc..
After you install Docker with this role and run your Swarm role, what happens when you run a docker info
on the server? Do you see Swarm is all set up and good to go? Have you tried eliminating ES and just try to connect a few Swarm nodes too?

Swarm is working properly, i start services, deploy stacks, and see all nodes inside.
Maybe i messed up with my tests and problem come more randomly than i think.
I will re run all my tests tomorrow and tell you if its really related to your role.
