failure to `git submodule --init` to get models results in cryptic error about galapagos HOT 2 CLOSED

They are used this way in the default Makefile target:

-$(MAKE) submodule-update || $(MAKE) submodule-update-tags

This form is helpful when a submodule reference is updated to a new tag -- but the tag is not yet fetched into the local submodule clone.

Fixed by 9d47e0a, 2a68bab, and 7494e15. Switched to using a subtree since it makes way more sense in this case.
