Imports are resolved wrongly about zserio HOT 3 CLOSED

Transitive imports surprisingly works and must be disabled as well. The following three packages compiles even if top package does not import bottom structure:

    MiddleStructure middleStructure;
    BottomStructure bottomStructure;

struct MiddleStructure

struct BottomStructure

This is something which can be misused and new zserio 1.1.0 won't compile such constructs anymore. This might bring some compatibility problems but we believe that we can fix it without any compatibility mode because zserio is not so widely used so far.
