Document TemplateHaskell debug block restrictions about debug HOT 9 CLOSED

This is a TemplateHaskell limitation - a block can’t use things after it in the same file - so if you reorder them it will work. Certainly needs recording somewhere, since it’s a non obvious limitation and I think can be triggered even if g isn’t in a block.

I have a small update to the docs that includes this. Can you give me whatever access rights are required to push please? Currently I get a 403.

The standard way to contribute to GitHub is fork (create your own local copy) and pull request (send me the changes through github). I do both those on the web UI.
