I found a workaround!
Summary:
cd /Applications/PhpStorm.app/Contents/bin/
cp idea.properties idea.properties.bak
nano idea.properties
Edit the line:
idea.max.intellisense.filesize=2500
To read:
idea.max.intellisense.filesize=5000
.. restart and bingo! Documentation appears and the message goes away :-)

I need this solution, and I solved that answer. But be carefull, incrementations should be 2500 and 2500*X forms. For example: 5000,10000 etc.
