The "Register URL" segment explains everything you need to know. We, however, haven't included the register URL function within the Mpesa Library as during testing(sandbox) you cannot permanently register urls. When going live, you will be required to provide the production URLs which are reliably attached to the paybill.

My app was to implement both C2B and B2B ...like the way cash is sent to one paybill number but cash gets split to fall into two accounts... now I am stuck

Just checked the daraja website, and the B2B API is still disabled. Deliberate on an alternative that will work for your business.
