I'd like to see this working, but need things to scale down, banging head lots

If you just pull the source down, and then make a copy of the WebImageView class, you will be able to make the ScaleType public yourself!
The hardest bit is downloading and setting up Droid-Fu on your PC. Once you have it all done though, its a breeze. Ive done this myself just to test out different ScaleTypes with my images.

I did that to store the images as png going back a while ago, but I no longer have it all setup (I use a virtual PC now with linux, windows is sucky for app dev imho)
Guess I'll have to be brave and try and set it up again.
(Any chance of a bit of code to show me what you did??)
