I think we are now doing this indirectly with tokenserver.
There is also talk of folding this into tokenserver on its localhost, but keeping the the main URL available for internal and third-party services (like Talkilla/Loop).

Yeah, I think it makes sense to add a loads setup to this similar to our other projects, so we can test it in isolation.
