Note that the issue, blocking us from enabling the current sign up form, is not in the page but in the back-end setup (@pmac should probably be able to add some more details).

Sure thing. This is part of the rework of the signup page that will be en-US only. Sorry @flodolo if this is confusing. This is part of a the Agile project that is currently happening. We are using Github issues as apposed to Bugzilla as part of it.
