Yes. At the moment the project must be created using 8.0 (not compatible with 8.1), same procedure as in a library project.
You have some working examples in the repository of samples.

Ok, it seems there may be some clarification needed somewhere that the CocosSharp Windows Phone Nuget package is for Silverlight based apps, not WinRT. Due to platform differences I can see you only supporting the Silverlight type for now. I guess this isn't really an "issue."

MG Windows 8.1 support was merged MonoGame/MonoGame#3010. This needs to be looked at too see how we can support it in CS.
