Hi,
I realized that the data provider has an error in the archive now in distribution: they forgot to add the csv file.
I just sent a "bug issue" upstream...

A workaround is not trivial.
You should change the value in

campi-moduli-italiani/admin/class-gcmi-activator.php

Line 75 in 7e02256

'remote_URL' => 'https://www1.agenziaentrate.gov.it/servizi/codici/ricerca/VisualizzaTabella.php?ArcName=00T4',

'remote_URL' => 'https://www.istat.it/it/files//2011/01/Elenco-codici-e-denominazioni-unita-territoriali-estere.zip',
by indicating an URL where the zip file will be available.
You could even forge a valid zip file by downloading the archive, and adding in it, in the same folder of the xlsx file, a csv file generated by converting the xlsx.

By the way...
I have just seen they even changed the name of the archive from Elenco-codici-e-denominazioni-unita-territoriali-estere.zip to
Elenco-codici-denominazioni-unita-territoriali-estere.zip, so actually the download link changed to
https://www.istat.it/it/files//2011/01/Elenco-codici-denominazioni-unita-territoriali-estere.zip
If you can, I think it is better to wait for them to fix the deployed archive; then, I will push a new plugin version fixing a small bug and, eventually setting the file url to a new value, if needed.

If you prefer, I have dumped a database with all data needed by the plugin, that you can use to create the tables (just check that table prefix is correct, or fix it) by phpmyadmin or similar. After you have done this, you can activate the plugin.
