The meat and potatoes of the logic for showing that button/allowing access to that view is here: https://github.com/mitodl/edx-platform/blob/master/cms/djangoapps/contentstore/views/course.py#L1630-L1642
We're currently not setting "DISABLE_COURSE_CREATION" nor "ENABLE_CREATOR_GROUP", so the status is always "granted".
@pdpinch Is there ever a case where we'd want a non-staff user to be able to create a new course? If not, we can simply set "DISABLE_COURSE_CREATION" to True, which will result in only staff users being able to create new courses.

I think DISABLE_COURSE_CREATION is exactly what we want -- only MITx edTechs should be creating courses, besides us.
