I can see why it always starts with slot 1, but doesn't show it until you do one savestate action. I can most likely fix it for all savestate-cores with one change in the unified handling, but must first find which is the nicest way to do so. Give me some days.
Bootrom are for BIOS, not for games. So while they are downloaded, they most likely don't trigger everything that is related to loading a real game ROM.
