version 0.1.30 is 1.8 compatible. Not 0.1.31

I check and I think it's a bad idea to support all the time ruby 1.8. It's better to kill the support

I dunno ruby 1.8 is very hard to support these days, latest bundler and rubygems do not work with it. no more security patches. I am tempted to drop support.
afaik you can still run rails 2 with a few patches on 1.9
