I'm not sure if it is possible, but it would be nice.
In the meantime a solution is to build the image yourself with the specified flutter version. Please see the "Build [...]" section in the README.
Another option is to use the latest tag and then manually downgrade the flutter version in /opt/flutter. You could then keep flutter cached and then maintain flutter at the specified version between latest versions.

There is a bug in the CI build system, #178 , so until that is fixed the tagged version 1.27.0 will not being using the 3.16.9 Flutter version. @gborri , please be aware of this bug.
