This error message only provides a vague reason and does not specify which RG nodes are insufficient.

collection.set_properties({"collection.replica.number": "2", "collection.resource_groups": "rg2, rg3"}) failed
collection.set_properties({"collection.replica.number": "2", "collection.resource_groups": "rg2,rg3"}) success

the difference is blank in rg2 ,rg3 is removed.
We should accommodate both behaviors.
