Assigning a issue falls under the issue-modify permission which a normal User does not have, you need to be a Manager for that. I need to be a little clear on what the permissions are. I will look into it to make sure it is following this guideline. Thanks!

When I logged in as a User account I was able to assign a user to my ticket. Try it both when creating a new ticket, and when viewing a ticket. One might've been missed.

I am about to release v1.1 which is on the develop branch right now. There was significant errors in the framework we where using because we where on a older version. v1.1 is completely rewritten for the newest version and fixes a lot of bugs. However, I found that no matter what type of user you are, you can assign a issue to anyone when creating a issue. I fixed this in v1.1 (develop) branch. Feel free to pull down develop and check out the changes.md for upgrade instructions.
