I don't think this type of feature should be added to the product, it dilutes it's focus as a simple issue tracker. There are plenty of other tools which are much better for storing documents.

Ok we can forget the idea with form to upload files ;)
But sometimes, when you upload a lot of files through issues, it's difficult to retreive them. If you just have a link to list all files in the project, it will be easier to manage project and keeping all the elements within the same application.

I would agree that it would be useful to see a list of files which have been uploaded to issues, but don't think a straight file uploader would be very useful.
