Minions send this signal. Overlord catches it. Then ignores it.

In Minion::new() we do a GLOBALS.to_minions.subscribe(). Minion::new() is called from the overlord and waited on. After that call is made, according to tokio, anything sent to that channel will arrive at that minion even if it takes that minion quite some time to setup its websocket. So there is no need to signal readiness.
