Need to add accounts table so we can aggregate admins over multiple domains.

Need to add settings table for settings on accounts/domains/addresses. Make 
sure service has both strongly-typed and name-value accessors for flexibility.

Add administrators table so we can have folks be able to administer their 
accounts/domains/addresses. Note that the administrators table refers to an 
entry in the addresses table. 

Add a method to take an address and password and return success/failure so that 
the web service can use this to authenticate.
