I have experienced a delay of a few minutes before the consent is revoked. Can you confirm that permissions remain after 20-30mins?

@darrelmiller It has now been 1h+ and the consent is still asking me to accept all permissions that I previously granted.
Just in case I tried with in-private browsing and it is the same

@Yvand That should work for things that are user consented. However it will not remove permissions that have organizational consent. If you are an admin of the tenant you could delete the app from here:

Indeed, I am admin of the AAD tenant but I did not check the box "Consent on behalf of your organization" when I initially granted the authorization.
Anyway, I deleted the "Graph Explorer" enterprise application but I still get the consent with all previous permissions

@darrelmiller fyi, it's been 2 days since I deleted Graph Explorer app in boh AAD enterprise applications and in https://account.activedirectory.windowsazure.com/r#/applications but I keep getting a consent that requests all extra permissions I previously added to Graph Explorer.

@darrelmiller sorry for the late response, yes it is resolved:
The consent form showed me that I had all permissions I had granted before, but in reality it actually reverted back to default permissions.
Then I granted one specific permission I didn't have yet, and a new consent form appeared with only that permission, which resolved the issue.
