[New Feature]: Removal PRs should skip the Validation Pipeline about winget-pkgs HOT 3 OPEN

No need to verify URL (static scan).
No need to verify the manifest.
No need to install and verify installer operation and application execution.
No need to install and scan (dynamic scan).

If I'm not mistaken, this is the current behavior is it not?

Before we had the Internal-Error-Manifest / Sequence contains no elements errors, removal PRs would only take around 5 minutes to verify and get the Validation-Completed label. I'm assuming none of these complex steps used to take place, has this changed recently?

The validation pipeline could add new workflow specialized for removal PRs. This pipeline only runs when it is removal PRs and used to determine whether add labels like Last-Version-Remaining The PR removes the highest remaining version of the package from the repository.
