Add Azure DevOps Task to install NLU.DevOps extension about nlu.devops HOT 3 CLOSED

Not sure this is needed as it's reasonably trivial to just use:

  displayName: Install dotnet-nlu-mock

    arguments: install dotnet-nlu-mock --tool-path $(Agent.TempDirectory)/.dotnet

Note, the alternative UX could be something like:

- task: NLUInstall@0
  inputs:
    packageName: dotnet-nlu-mock

With optional inputs for nupkgPath and toolVersion.
