Hi,
It get stuck because you set _isExpanded to false in OnInitialized (in Nav.razor). The NavMenu operates under the assumption that it is initially expanded/visible.
If you remove that whole method the NavMenu works as expected.
It gets stuck because the NavMenu sometimes calls into the SSR script that is part of the component. We will look at how to fix that. In the mean time you can prevent the SSR script from being loaded by adding a Data="@("no-ssr")" parameter to the FluentNavMenu tag. (Data can be anything. In code it check if it's value is null)
